With just three months before launching, Waggoner’s team diligently prepared for operations, gearing up for success they have since achieved. “We got the boats in April, and we launched in July,” Waggoner explained. During this rapid preparation, every aspect, from staffing to marketing, was addressed, introducing helpful tools like the Victory app for smoother guest experiences.
Victory I at Port Toronto
This past spring marked the christening of Victory I in Toronto, heralding the start of its inaugural 2025 season with 33 departures encompassing all five Great Lakes and unique docking at Chicago’s Navy Pier, where Victory II was launched. Both ships cater to guests with enriching 10-15 night voyages departing from cities including Chicago, Toronto, Milwaukee, and Montreal until October.
Despite offering a strong product tailored for travelers from the U.S. and Canada, external factors such as election outcomes, tariffs, and trade tensions have influenced travel trends. Waggoner noted, “The number of Canadian passengers this year has been lower than we would like.” Yet, he remains undeterred, advocating for the cruise line’s appeal to Canadian travelers as a unique travel option without international complexities. “In Europe, river cruises are closely packed; we offer a distinctive experience,” he remarked.
Inaugural Season Results
The inaugural season showcased challenges and triumphs, starting with an occupancy rate of 50% that surged to 85% by season’s close, highlighting a successful journey for the cruise line with the last six cruises completely sold out.
All-Inclusive Coastal Cruising Experience
Victory I and Victory II are purpose-built ships designed specifically for Great Lakes cruising, underlining the cruise line’s commitment to all-inclusive, small-ship experiences. The top itinerary features a 10-night journey between Toronto and Chicago, including accommodations at a pre-cruise hotel and ports of call such as Port Colborne, Cleveland, and Mackinac Island.

Looking Ahead: Plans for 2026
Victory Cruise Lines aims to expand its offerings to 43 sailings in 2026, including 26 originating in Toronto. Approximately 50% of bookings originate through travel advisors, highlighting their importance in driving sales. Waggoner plans to enhance partnerships with a new travel advisor portal set for launch in 2026.
Furthermore, Waggoner’s ambitions extend to hiring a Business Development Manager specifically for the Canadian market, signaling a strategic push to optimize opportunities within this segment.
